Letter from HOA President

December 15, 2020 

Dear Neighbor,

I hope this finds you and your families well and enjoying the holiday season! 

I am writing today in my capacity as President of the HOA to recognize concerns about the work of the Prosperity Heights Board that were expressed this week through a community-wide mailing sent by a concerned Prosperity Heights homeowner.  I have also received comments in personal conversations with homeowners regarding information they have received via word of mouth. I and my fellow Board members appreciate constructive feedback from owners, we are listening to you, and will use it to guide us in our efforts as we work for you.

As the end of the year approaches, and we reflect upon what has been accomplished, I would like to share some notable progress that the Board has made since July’s Annual Meeting.  In this season of gratitude and giving, I wish to recognize the many ways in which our 100% volunteer Board has invested significant time and energy to improve the lives of residents in our wonderful community.

 In our efforts to maintain and enhance our neighborhood, respond to concerns, and to respect our governing documents and the VA Property Owners Association Act, we have sought and made progress on many fronts. This includes, but is not limited to, the following:

  • Approving and posting on our official neighborhood website all meeting minutes. Additionally, we have reconciled old meeting minutes that were not previously posted on the website and made those available.
  • Reconciling our neighborhood email list, identifying homes without emails, and updating our records by soliciting additional email addresses to address this gap.
  • Digitizing our books and records while identifying and addressing gaps in our documents.
  • Normalizing our Board meeting schedule with visibility one year in advance to support planning. When necessary, if a meeting date has to be changed, we have posted this on our official webpage. We are working on ensuring all residents who have requested personal email meeting notifications, receive them.
  • Consistently updating our website ( with new materials, information, and postings.
  • Improving the Architectural Approval Form to include a revised neighbor approval section.
  • Initiating a financial audit to be completed in early 2021.
  • Reviewing our 2020 election processes and beta testing a new platform to be used at the 2021 Annual Meeting.

These accomplishments are a testament to the dedication and service of the volunteers on the Board. While we recognize there is more work to be done, I am proud of the progress we have made.

 Additionally, the board has worked diligently to comply with relevant state law, improve internal processes, and make this neighborhood operate efficiently. 

 The Board continues to seek your feedback on three draft resolutions to be discussed at the next Board meeting. These resolutions address recordings made of board meetings, conduct during meetings and open forum, and the establishment of an official website blog/message board for communicating with owners. Before the Board considers these resolutions formally, homeowner feedback would be both helpful and welcome and can be used to guide the Board as it considers these resolutions. I encourage you to review the resolutions and provide any feedback using the webform we have created for this purpose. To give you more time to respond to our request for feedback, we have extended the deadline to January 4th, 2021. We want to ensure all neighbors have the opportunity to participate. For those that do not receive communication via email, we will be sending written communication soon.

We have also rescheduled our next board meeting to Wednesday, January 27th at 7:00 P.M. so that all Board members can attend and to provide ample time for us to receive and process homeowner feedback.

Board meetings will be held virtually on September 2, 2020, November 10, 2020, January 27, 2021, and March 23, 2021 unless otherwise posted. Log in details will be posted on the HOA website, on the day of each meeting.*

 *  Prosperity Heights HOA Board of Directors meetings are open to the Association Membership.  Prosperity Heights homeowners are welcome, and time will be given for members' comments.  If the board meeting is held in a private home, advance notice must be given to ensure we make space and other appropriate accommodations.

Budget and Dues

 The annual dues for the fiscal year July 2020-June 2021 are $430.  We had an open discussion of the 2020 budget items at the virtual annual meeting in July.

Board Biographies


Steve Boveri - President (Term 2020-2022) Lynne and Steve are original homeowners in Prosperity Heights since 1984.  They raised their three daughters here, all of whom attended Camelot ES, Luther Jackson MS, Falls Church HS, and James Madison University.  During their high school years Steve was actively involved with the Falls Church HS Athletic Boosters Club.  His volunteer activity with the Prosperity Heights HOA spans 30 plus years and includes time as Board President, Vice-President, Director, Committee Chairman, Committee Member, and Consultant.  Steve joined the Navy after graduating college, became a Navy Pilot and retired after serving 22 years on active and reserve duty.  He then transitioned to flying commercial airlines and recently retired from USAirways/American Airlines.  The Boveri family has loved living in this tight-knit neighborhood because there has always been a strong sense of community and friendliness towards all the residents that are fortunate enough to live here.

Rich Cober - Vice-President (Term 2019-2021) Rich, his wife Alana, their two daughters and dog Sigmund have lived in Prosperity heights since 2007 and love the friendly community feel of our neighborhood. Rich currently works at MicroStrategy in Tysons Corner,serving as its Chief Human Resources Officer. Rich spends most of his free time either coaching or attending sporting events for his two daughters and can be seen occasionally jogging the streets of Prosperity Heights for exercise. Alana has helped to coordinate our annual Prosperity Day for many years and Rich is an eager volunteer for the event. Their home is either the beginning or end point, depending on the year, for our annual Halloween parade.

Keith Fulk - Treasurer (Term 2019-2021) Keith and his wife Carolann are original owners and have lived in Prosperity Heights since 1984. They have three children. Their oldest son, Greg, a graduate of the US Air Force Academy, is a First Lieutenant stationed in Florida. Their younger son, Randy, recently graduated from Mary Washington College. Keith is an accountant working for a large regional firm in the area. Their daughter, Amanda, is a senior at Paul VI High School. Keith is a CPA and his wife Carolann is a Registered Nurse at Fairfax Hospital.

Andrew Frank - Secretary (Term 2020 - 2022) Andrew, and his partner Bethany, have been homeowners in Prosperity Heights since 2019 but their time in the area lasts longer. Andrew grew up in a close by neighborhood, Camelot, and Bethany grew up in Prosperity Heights. Andrew believes in the power of authentic community engagement in order to reach shared aspirations of community members. He looks forward to meeting his neighbors through this role and working on their behalf to improve an already amazing neighborhood.  Andrew has spent his career working for students and families though various roles in education, beginning as a classroom teacher and currently managing budget strategy for college and career focused programs at DC Public Schools. He is a proud graduate of Falls Church HS, James Madison University, and Vanderbilt University.

Jeff Allen  - Director (Term 2020-2021) Jeff, his wife Kate, their three children, and dog Bailey have lived in Prosperity heights since 2013 and love the neighborhood. Jeff has worked in finance and accounting for all of his career. Jeff spends most of his free time either coaching, playing, or attending sporting events. His kids attend Camelot Elementary and are active members at Camelot Community Club. Jeff is originally from Michigan where he grew up and went to college. He has called Virginia home now for 15 years. 

Monica Duggal - Director (Term 2020 - 2022) Monica, her husband Mahesh, two kids and two dogs have lived in Prosperity Heights since 1997.  They absolutely love the neighborhood, location and proximity to everything. Monica currently works in the accounting/finance department for Community Living Alternatives. It's a local non-profit organization that provides in home services to adults with mental and intellectual disabilities.  Monica has a BS in Finance from George Mason University. You will always see Mahesh or Monica out walking their dogs in the neighborhood. Monica was born in Washington D.C. and lived in Virginia her whole life.  She spent all of her childhood summers visiting her grandparents in India.  She loves to travel, organize things, spend time with friends and take afternoon naps.  Monica is excited to serve on the Prosperity Heights Board!

Kaye Lee - Director (Term 2019-2021) Kaye and her husband, Saehoon, bought their home in Prosperity Heights in 2004 and have settled here after many overseas assignments with the Department of State. Kaye is drawn to the sense of community in our neighborhood and looks forward to getting to know our neighbors better through service on the board. Kaye and Saehoon have two daughters, one at Falls Church High School and the other at University of Utah, and a yellow Labrador named Leo. Kaye was born in Missouri, grew up in Seattle, and has lived and worked in nine countries.

Miléna Santoro  - Director (Term 2020-2021) Miléna and her husband Bob moved into the neighborhood in 2000, and have felt so blessed by the support of this amazing community as they have raised their twins, Lauren and Christopher, now juniors at FCHS and TJHSST, respectively. Miléna, a Canadian expat who is now a proud US citizen, is a professor at Georgetown University and the author of three scholarly books, with another in the pipes. She has served in leadership roles on the Boards and Executive Councils of several national and international professional associations, and is sorely regretting the cancellation of the annual meeting in Paris of one of those, due to COVID! Locally, she has volunteered as a Sunday school teacher at her church, participated in the work of advocacy groups like Lewinsville Faith in Action and OneVirginia2021, and is currently serving as secretary of the FCHS Choral Boosters. She encourages everyone to continue to support the Boosters for sports and music in our schools, because our kids need those outlets now more than ever!

Mark Westerfield - Director (Term 2020 - 2022)  Mark, and his wife, Lisa, have lived on Nicole Court since 2005. Mark has practiced law in the area for 35 years, primarily engaged in civil litigation. He has also served as the president of a large condominium development for several years and hopes to bring some of that experience to the Board. Lisa is a teacher for Fairfax County, currently teaching at Graham Road Elementary. Their two adult children both attended Falls Church High School, and occasionally return to the nest. You will often see us walking with our fluffy black dog, Maya, and maybe one or two other larger fluffy black dogs, depending on whether we are caring for our daughter’s dogs while she is travelling. When we are not at work or home, we travel at every opportunity.
